A Framework for Estimating U.S. WTO Domestic Support to 2015 AgEcon

The framework allows comprehensive and consistent measurement and classification of U.S. domestic support to 2015 under different assumptions. Projections of future U.S. domestic support patterns are made with estimates published in the USDA Agricultural Baseline Projections. We also use information from the OECD, FAPRI, NASS, and our own estimates. We present key elements and an overview of our analytical framework, assumptions of a baseline scenario, and some analytical results and observations arising from our analysis. The baseline scenario extends the classification of programs in WTO notifications to 2015. In June 2005, OECD members met with senior government officials from Brazil to discuss Brazilian agricultural policies and future directions, as a part of a comprehensive agricultural policy review. Ongoing dialogue with Brazil on policy issues is important to fostering a better understanding of global challenges and opportunities that lie ahead. Results of the review will be published by the OECD in 2005. This policy note provides a preview of key findings.

The U.S. Value of Agricultural Production: A Measurement Framework with Implications for WTO Monitoring and Disciplines AgEcon

Abstract A framework for reconciling data in U.S. notifications of domestic support to the World Trade Organization (WTO) with data from numerous U.S. sources is presented. The framework also allows projections of possible data in the future U.S. notifications. A country’s calculation of the value of production (VOP) for individual agricultural products and the total value of production are important for the analysis of domestic support constraints under the WTO Agreement on Agriculture and in the Doha negotiations.
